How to vote in Brno
If you are an EU citizen living in Brno, you can vote in the Czech municipal elections – but only if you register yourself in time. This guide covers what you need to arrange, by when, and how to fill in the ballot so that it counts.

Where to vote
At the polling station for your registered address in Brno. The address is printed on the envelope with the ballot papers – if you do not have it, look it up in the map of polling districts, or wait for your city district office to publish it before the elections.

What to bring
A valid ID card or passport. Czech citizens can also use the eDoklady app; if you do, log in online at least 48 hours before voting. Without proof of identity the commission will not let you vote.

Delivered to your letterbox by 6 October 2026 at the latest. If they get lost, a full set is available at the polling station.
EU citizens: what you have to arrange
If you are a citizen of another EU member state, you turn 18 no later than 10 October 2026 and you live in Brno, you have the right to vote here in the municipal elections. The law, however, requires two things that nobody will do for you – and both have deadlines.
Do not leave this until the last minute. Getting the residence document takes weeks, not days: on top of processing time you have to wait for an appointment slot. If you start in September, you may not make it.

Get a residence document for Brno
Either permanent residence, or a certificate of registration of an EU citizen – previously called a temporary residence certificate, it is the same document. It is issued by the Department for Asylum and Migration Policy of the Ministry of the Interior; appointments are booked through frs.gov.cz.
A lease, an employment contract or simply living in Brno is not enough. Without this document the office will not add you to the electoral roll.

Apply to be added to the electoral roll
You apply at the office of the Brno city district where you live – not at the city hall. Bring your ID and your residence document. The office will add you to the addendum to the permanent electoral roll.
The final deadline is Wednesday 7 October 2026 at 16:00. After that registration is no longer possible and you will not be able to vote, even if you would otherwise be entitled to.

Go and vote
Same dates and same polling station as everyone else. You vote for the Brno city assembly and for the assembly of your city district – not for the Senate, which is reserved for Czech citizens.
Being added to the Brno electoral roll does not affect your voting rights in your home country. The two exist side by side.
When to vote

- Saturday 10 October 2026 8:00 – 14:00
A possible second round of the Senate election takes place a week later, on Friday 16 October from 14:00 to 22:00 and Saturday 17 October from 8:00 to 14:00.
Who can vote
- Czech citizens who turn 18 no later than 10 October 2026 and have permanent residence in Brno.
- Citizens of another EU member state who live in Brno and hold an official residence document – but they have to register themselves in time. See the section above.
There is no voter's card in municipal elections. You can only vote where your residence is registered – not in another city district and not in another town.
Ballot papers you get
Brno elects two levels of assembly, so you get two ballot papers. In eleven city districts an envelope with individual Senate candidates is added.

How to fill in the assembly ballot
The ballot is one large sheet listing every party. You can mark it in three ways – pick one. The first is the quickest.
Tick the whole ANO 2011 list
Find the ANO 2011 column on the sheet and put a single cross in the box next to its name. That is all – your vote goes to all 55 of our candidates at once. On the ballot you will find us under number 4.
Why this way: one cross next to the party means 55 votes for our team. If you ticked individuals instead, the movement would only get as many votes as the candidates you mark – and the support would come out weaker.
The other two options the ballot allows
For completeness – the law allows two more procedures. Both are called panachage: you split your votes between candidates from different parties. They are just as valid, the votes are only distributed differently.

Individual candidates across parties (panachage)
Put a cross next to individual candidates, freely across parties – this is called panachage. You can tick at most as many as there are councillors to be elected – 55 in the city of Brno. Each ticked candidate gets one vote and their party's total rises accordingly.

A party plus individual candidates
Tick one party and add individual candidates from other parties – panachage combined with a party vote. The ticked individuals get a vote first, and the remaining votes go to the candidates of the ticked party from the top down.
Crosses next to candidates of the party you ticked as a whole do not count – that party has your vote anyway.
When a ballot is invalid
- You ticked more than one party.
- You ticked more candidates than there are councillors to be elected.
- The ballot is torn, or it is not in the grey official envelope.
- The envelope contains more than one ballot for the same assembly.
If you are unsure, or you made a mistake, you can ask for a new ballot at the polling station. Crossing things out, rewriting or adding names makes no difference – such edits are disregarded.
Senate elections
Alongside the municipal elections, part of Brno also elects a senator for constituency no. 60 – Brno-město. Only Czech citizens vote in this one.
- You put a single candidate's ballot paper into the official envelope. Each candidate has their own ballot and it is not marked in any way.
- If nobody wins an absolute majority in the first round, the two most successful candidates go through to a second round a week later.
- Unlike municipal elections, a voter's card does exist here – but it is only valid inside constituency no. 60.

Panachage means splitting your votes between candidates from different parties. In Brno you can tick up to 55 individual candidates across all lists. If you also tick a whole party, only that party counts – crosses next to its own candidates are ignored, crosses next to other parties' candidates still count.
Does registering to vote in Brno affect my rights back home?
No. Voting in Czech municipal elections and voting in your home country are independent rights that exist side by side. Being added to the Brno electoral roll changes nothing about your status at home.
Can EU citizens vote in the Senate election too?
No. The Senate election running alongside the municipal one is open to Czech citizens only. As an EU citizen you vote for the Brno City Assembly and for your city district assembly.
